MINUTES OF PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON

WEDNESDAY 06 MARCH 2019 AT 7.30PM

PRESENT ACTION

Cllrs:. D.Harrison (Chair), J Brownlow, J Platt, A Scaife, Dist. Cllr. B Deed,

MINUTES OF LAST MEETING

There were no corrections so the minutes were taken as read, accepted and

signed by the Chairman.

MATTERS ARISING

There were no matters arising.

FINANCE

Payment of the annual grant to the Recreation Club in the sum of £350.00 was

proposed by Cllr Brownlow, seconded by Cllr. Scaife and carried. DH

Payment for the purchase of road salt in the sum of £144.40 was proposed by

Cllr. Scaife, seconded by Cllr. Platt and carried This amount is to be paid to

Cllr. Harrison who has purchased it from his own account. DH

Payment for the maintenance of Jones Orchard in the sum of £671.88 was

proposed by Cllr. Brownlow, seconded by Cllr. Scaife and carried. DH

PLANNING.

Application no: 19/00304/FULL. Change of use of workshops to wedding venue

at Cleave Barton, Bickleigh.

At this point the Chair invited submissions from the Public.

Concerns were expressed by a number of people with regard to various issues including

both early and late night noise and light pollution, concentrated traffic movements

through both the Mill car park area and at what would be the eastern point of entry

to this venue from the A396, at a point where there have been a number of accidents,

traffic movements were deemed to be a particular possible problem with mid-week

events as school children frequently use the road through the Mill for access to and

from the recreation ground and daily by parents delivering and collecting their

children to and from the school.

The fact that the venue is within the Exe flood plain was recorded with reference to

the number of times that serious flooding has occurred over comparatively recent

years and in this respect it was noted that the application for conversion of some of

the buildings for holiday lets had been refused, primarily on the grounds of the

risks associated with flooding.

It was also noted that the site is within the village conservation area and the point

was made that there are already two licensed wedding venues and three venues which

can cater for eating and entertainment.

The Chair noted that there were no statements in favour of the application.

A vote was taken, the result of which was unanimously to recommend refusal of the

application.

Application no: 19/00310/LBC. Removal of an internal wall at Hayridge, Bickleigh.

This application was briefly discussed and no objections were raised. The vote was

unanimously in favour of recommending approval of the application.

CORRESPONDENCE

ANY OTHER BUSINESS

Cllr. Platt said that she was still awaiting some prices for the picnic tables for Jones

Orchard, she also floated the idea of purchasing some exercise equipment, also for

the Orchard. Cllr. Harrison said that he would seek the approval of the Orchard’s JP

owners for this idea. DH

Cllr. Harrison said that a parishioner, Mr. Steve Batt had generously offered his

services free of charge to construct a housing to cover in the PC’s salt bin placed

by the Church wall as it was rather an eyesore. Cllr. Brownlow proposed that this

offer be accepted, Cllr. Scaife seconded and carried, with the PC to pay for the

cost of materials. DH

Cllr. Harrison recorded that quotations are being obtained for the refurbishment of

the telephone box. DH

There being no other business the Chairman closed the meeting at 9.15pm.
